Gilbert Lichstein, LCPC

Biography

Gilbert Lichstein brings extensive experience in behavioral healthcare operations, contracting, and business development, with a particular focus on advancing value-based care models. He currently serves as Chief Executive Officer of the Illinois Health Practice Alliance (IHPA), a clinically-integrated behavioral health network, where he sets strategic direction for the organization, builds partnerships with health plans and provider organizations, and leads efforts to expand access to integrated, value-based behavioral health care across the state. 

Earlier in his career, Gilbert spent several years in direct clinical and supervisory roles within the addiction treatment field, including as a Clinical Supervisor at the Gateway Foundation, where he managed direct service staff, supervisors, and directors while supporting individuals in mental health and substance use disorder treatment. He regularly engages with legislators and state agencies on behalf of the organizations he has served and has spoken publicly about integrating primary and behavioral health care and expanding access through value-based models. 

Gilbert holds a Master’s degree in Clinical Psychology from Benedictine University, along with formal training in Corporate Financial Strategy.
