Whole Person Care For Consumers With Co-Occurring Intellectual & Developmental Disabilities (I/DD) And Substance Use Disorders (SUD): How Monarch Developed A Specialized Treatment Model For A Historically Underserved Population

Traditional substance use disorder treatment models were largely designed for the general population – leaving many individuals with co-occurring intellectual and developmental disabilities (I/DD) without care models that reflect their unique cognitive, behavioral, and recovery needs. Through this RECADEMY case study, Monarch shares how it recognized this longstanding gap and developed a specialized treatment framework designed specifically for this historically underserved population.

In the seventh webinar of the 2026 RECADEMY 12-part series, Todd Posey, M.Ed., Vice President of Clinical Best Practice at Monarch, draws on real-world experience to​ explore the clinical, operational, and leadership strategies behind Monarch’s model, including workforce development, caregiver engagement, accessible recovery education, and implementation approaches that supported long-term adoption. The discussion also examines how organizations can redesign traditional treatment models to improve engagement, strengthen outcomes, and expand access for individuals with co-occurring I/DD and SUD.

Todd Posey serves as Vice President of Clinical Best Practice at Monarch, where he leads clinical innovation and workforce development initiatives across behavioral health and substance use disorder services. He played a central role in developing Monarch’s specialized treatment framework for individuals with co-occurring intellectual and developmental disabilities and substance use disorders, helping create one of the nation’s first openly available treatment resources designed specifically for this population.

Rick Gutierrez, Ph.D.

Rick Gutierrez is a Senior Associate at OPEN MINDS with more than two decades of executive, clinical, and operational leadership experience serving individuals with intellectual and developmental disabilities, behavioral health conditions, and complex support needs. His work has focused on advancing integrated care models, expanding access to services, and improving outcomes for vulnerable and historically underserved populations.
